Scientific teams (NC) of research centers and (or) laboratories that attract leading foreign or Russian scientists to lead the research in certain fields of science, and (or) carry out research and development together with leading scientific organizations can take part in the competition.

The condition for providing PFUR with financial support is the obligation of the project executors:

- make the results of research in the public domain by publishing at least 10 articles in publications indexed in the Web of Science / Scopus databases and affiliated with PFUR, including at least 1 article per 1 member of the NK;

- the inclusion of at least 1 undergraduate and 1 graduate student in the research team;

- the inclusion of scientists invited from leading universities and / or scientific organizations in the research team;

- the amount of co-financing from the PMO - at least 10% of the amount of funding allocated in the framework of the competition. For NC FFMiEN, co-financing can be taken into account external funding of research staff of the research team in the specified amount.

The project manager and members of the research team are entitled to submit only one application for participation in the competition.

The project submitted to the competition can be supported only if there is a scientific basis. Under the scientific background we mean the previously obtained results, published in publications indexed in the Web of Science / Scopus databases, as well as other information confirming the qualification of the NPC. The existence of a scientific background should be documented and / or appropriate links to Internet resources.
